Learning and development: policy and recommendations

This is the second of four papers under the Together for Change campaign (launched in October 2009) and focuses on the need for foster carers to be skilled and knowledgeable.

Children in care today have very specific needs that require their foster carers to be skilled, professional and well supported. If we expect foster carers to continue to provide homes and support to children in care we need to ensure that their skills, commitment, abilities, and experience are appropriately recompensed and rewarded.

The paper concludes with recommendations to government, public authorities, fostering services and foster carers.
