John is from Malta and came to Britain after service in the Royal Navy in the 1950s. He is chairman of Camden Association of Foster Care and runs their web page. Moira is of Italian-Scottish descent.

Ann and Dennis HolderAnn and Denis Holder of East Sussex, pictured, are another double-MBE household. Over the last 32 years they have fostered more than 100 children, plus their own child and two adopted children. They have fostered every age group and children with special needs. They have also provided respite for other special needs carers.

Doreen Silman, a foster carer and foster care association chair in Oxfordshire, has also been awarded an MBE.
